What makes the CIS-SAM hard
CIS-SAM is the software half of ServiceNow's asset management pair, and the harder of the two: software licensing is harder to reason about than hardware. The exam expects you to work through per-core, per-user and subscription metrics, downgrade and virtualisation rights, and what reconciliation does when the numbers do not match. It is 60 questions in 90 minutes, with CIS-DF as a prerequisite, because everything depends on discovered installs being normalised and matched correctly.
Software Compliance Management is the biggest domain at 30%: software products and models, license metrics, entitlements, allocations, software reconciliation and how compliance positions are calculated, and bring your own licence for cloud. Data Integrity and Sources at 28% covers importing data, software discovery from SCCM, Discovery and other sources, normalisation through the content service, publisher packs and what happens to unnormalised software.
Extending SAM at 15% covers the software model lifecycle and retirement, installation optimisation and reclamation, reporting, SaaS License Management and third party integrations. SAM Overview and Fundamentals at 14% covers SAM basics, the process architecture and recommended practices. Operational Integration at 13% covers contract and change management, the service catalog, procurement, software reclamation and demand management. The Software Asset Workspace and its dashboards appear across domains, and several questions ask which table a given integration populates.

CIS-SAM (Certified Implementation Specialist, Software Asset Management) certifies the ability to implement ServiceNow Software Asset Management: SAM fundamentals, data integrity and sources, software compliance management, operational integration and extending SAM. Prerequisite: the CIS Data Foundations (CMDB and CSDM) certification. ServiceNow recommends the Software Asset Management (SAM) Professional Fundamentals course.
