Question 1

Show the case study this question is based on

Scenario 1 -Prebank is a multinational financial institution. Its services include banking and investing through banking centers, ATMs, and mobile banking platforms. With millions of clients, Prebank’s database systems record vast amounts of data and transactions daily. Its main activities depend on the ability of its employees to access clients’ data through its database system at any time. Recently, Prebank’s database system stopped working unexpectedly. Soon after, it was discovered that this disruption was caused by the maintenance work on the road outside the company’s office building. During the road repair, the workers had unintentionally damaged a water pipe that leaked into Prebank’s basement. This leakage affected the company’s electrical infrastructure, resulting in a loss of power which shut down equipment and computers in the server room. Consequently, employees were unable to access Prebank’s database system. After this incident, the employees immediately notified Prebank’s IT team.

Subsequently, the IT team informed both the maintenance company responsible for the roadworks and the insurance company. The company responsible for maintenance told Prebank’s IT team that the maintenance team was not available for the day. Since Prebank did not have a plan for responding to similar disruptions, they had to stop working and go home. Thankfully, the maintenance team arrived at the scene on the next day and made all the necessary repairs, allowing Prebank to resume all its operations. Following these events, Prebank decided to change its strategy and procedures and prioritize business continuity planning within the company. Its main focus was to address the root cause of disruptions so that it improves business continuity. As such, the top management decided to implement a business continuity management system (BCMS) based on ISO 22301. After setting the company’s business continuity objectives, the company established a project team, including a project manager and four additional team members. The BCM team was responsible for managing the BCMS implementation process, whereas the top management was responsible for the effectiveness of the BCMS. Through analyzing potential risk scenarios, the team defined Prebank’s business continuity strategy as well as the resources for supporting business continuity within the company. This enabled the team to predict the impact of disruptions caused by various incidents, such as power outages. Following these actions, the company established a business continuity plan to manage disruptions effectively without impacting the workflow. The effective implementation of the BCMS helped Prebank not only minimize losses and ensure continuity in its services but also absorb and adapt to a changing environment. Based on this scenario, answer the following question:

What type of hazard caused Prebank’s database system to stop working?

  1. Environmental hazard
  2. Human-caused hazard
  3. Accidents and technological hazard
Show answer and explanation

Correct answer: C. Accidents and technological hazard

The disruption to Prebank's database system originated from accidental damage to a water pipe during road maintenance, which then caused electrical infrastructure failure and equipment shutdown. This chain of events stems from unintentional human error during technical work rather than a deliberate act or a natural event, classifying it as an accident and technological hazard. Such hazards involve unintended failures or damage related to infrastructure, equipment, or human error during technical operations, which precisely matches the scenario where roadworks accidentally caused a utility failure leading to a technological breakdown in Prebank's systems.

Why the other options are wrong

  • A. Environmental hazards involve natural phenomena like floods, earthquakes, or storms, not accidental damage caused by human maintenance work.
  • B. Human-caused hazards typically refer to intentional acts such as sabotage, terrorism, or vandalism, whereas this incident resulted from unintentional accidental damage during routine maintenance.

Based on this scenario, answer the following question:

Prebank’s main focus was to address the root cause of disruptions in order to improve business continuity. Does this align with best practices?

Refer to scenario 1.

  1. No, best practices in business continuity emphasize the impact of disruptions more than their underlying causes
  2. No, best practices advocate for a holistic approach that considers both the impact and root causes of disruptions for effective business continuity planning
  3. Yes, addressing the root allows for proactive management of potential risks and enhances resilience against future disruptions
Show answer and explanation

Correct answer: A. No, best practices in business continuity emphasize the impact of disruptions more than their underlying causes

the impact of disruptions more than their underlying causes Business continuity management best practice, as reflected in ISO 22301, centers on conducting a business impact analysis to understand the effects of disruptions on critical activities and prioritizing recovery based on that impact, rather than focusing primarily on identifying and eliminating the root causes of incidents. Since disruptions can arise from countless unpredictable sources, effective BCM emphasizes building resilience and recovery capability based on the consequences of disruption, not on preventing every possible cause. Prebank's approach of prioritizing root cause analysis over impact assessment therefore deviates from established best practice in business continuity planning.

Why the other options are wrong

  • B. This option incorrectly suggests that best practice equally values root cause analysis alongside impact, when in fact BCM best practice is centered on assessing and managing impact rather than root causes.
  • C. This option incorrectly validates the root-cause-focused approach as proactive best practice, whereas established BCM standards prioritize impact-based planning instead.

The effective implementation of the BCMS helped Prebank not only minimize losses and ensure continuity in its services but also absorb and adapt to a changing environment. Based on this scenario, answer the following question:

BCMS implementation helped Prebank to absorb and adapt in a changing environment.

What is this ability known as? Refer to scenario 1.

  1. Emergency preparedness
  2. Organizational resilience
  3. Risk control
Show answer and explanation

Correct answer: B. Organizational resilience

Organizational resilience is the ability of an organization to absorb disruptions, adapt to change, and continue functioning effectively while recovering. The scenario explicitly states that BCMS implementation helped Prebank 'absorb and adapt to a changing environment,' which is the defining characteristic of resilience. This capability enables organizations to withstand shocks and maintain essential functions during adverse conditions.

Why the other options are wrong

  • A. Emergency preparedness refers to readiness and planning for specific emergencies, not the ability to absorb and adapt during ongoing changes.
  • C. Risk control focuses on identifying and mitigating risks before they occur, not on the ability to adapt and recover during disruptions.

What makes the ISO 22301 Lead Implementer hard

Half the exam is not about knowing ISO 22301. It is about judging a decision someone else has already made. PECB splits the 80 questions evenly: 40 measure comprehension, application and analysis, and 40 measure evaluation.

The evaluation half is where marks go. A scenario describes an organisation part way through a BCMS rollout, and you decide whether what it did was right: whether the business impact analysis came before or after the risk assessment, whether an RTO holds up, whether the chosen continuity strategy really covers the prioritised activities.

The weighting shows where to spend time. Planning the implementation and implementing the BCMS are 22.5% each, so 45% of the exam sits in those two domains. Fundamentals are 10% and audit preparation 8.75%. It is open book, but that helps less than expected: every question has three options, and both wrong ones are plausible readings of the same clause.
